Gateway Commerce Center data center, Spotsylvania, Virginia

Gateway Commerce Center is a proposed data center campus on about 203 acres on Hickory Ridge Road in Spotsylvania County, Virginia. Four Points, LLC, represented by attorney Charles Payne of the Hirschler law firm, filed rezoning application R23-0002 to reclassify the land from agricultural to industrial use, allowing up to 1,000,000 square feet of data center buildings in a first phase and as much as 1,066,040 square feet more in a future phase. The land is owned by Geoffrey Davis and by Thomas and Elise O'Keefe.

The application has to meet rules that changed while it was pending: since February 24, 2026 every data center in Spotsylvania County needs a special use permit, with public hearings before the planning commission and then the board of supervisors. No hearing date for Gateway Commerce Center has been published; the county requires postcards to properties within 3,000 feet, a newspaper notice and signs on the property fifteen days before any hearing is held.

County code bars the permanent use of drinking water for industrial cooling; a purple pipe system to supply treated wastewater instead is planned along a 13-mile corridor in the southeast of the county. Noise at the site would be capped at 65 decibels by day and 60 at night against residential areas, and backup generators must meet Tier 4 diesel standards.

As of August 2026 the county had approved 15,469,908 square feet of data center space on 1,597 of the 2,701 industrial acres it has set aside for the use, part of a policy to reserve 45 percent of its industrial land for data centers. The county estimates a million square feet of data center generates about 750 vehicle trips a day, against 1,650 for a warehouse of the same size.
