AWS Summit Crossing Tech Campus data center, Spotsylvania County, Virginia

Amazon's Summit Crossing Tech Campus covers about 232 acres in Spotsylvania County, Virginia, near the Caroline County line. The county rezoned the land from rural to industrial in October 2023, one of four Amazon rezonings approved that night, so Amazon Data Services could build a data center campus there. By January 2026, Amazon had buildings going up on the site.

Unlike two of Amazon's other Spotsylvania campuses, Summit Crossing will not get temporary drinking water for cooling while the county builds a wastewater reuse system; county officials say it "will not be needing bridging." Its permit caps noise at 65 decibels, with a test required before each building can open, and it calls for cleaner Tier 4 diesel backup generators, the standard the county now requires of every approved project.

Under a 2024 performance agreement, Spotsylvania pays Amazon back 60 percent of the added tax revenue from its data centers, up to $93.3 million against a projected $207 million increase over 15 years, in exchange for at least $6 billion of investment countywide by 2040. County spokesperson Michelle McGinnis said in January 2026 there was not yet enough information to say when that tax revenue would start being collected.

In August 2026 supervisors voted 3 to 2 to cap data centers at 45 percent of the county's industrial land in its draft comprehensive plan, below the 55 percent county staff had recommended. Approved projects already total about 15.5 million square feet; supervisors are to revisit the limit once construction starts on three quarters of that or at the next five year plan update.
