Sisson North data center, Stafford County, Virginia

Sisson North is a proposed data center of about 1.1 million square feet on 106.48 acres along the north side of Kings Highway, near Layover Lane, in Stafford County, Virginia, filed by Jon M. Peterson of Real Estate Pursuits 2 LC, an affiliate of Peterson Companies. The company asks Stafford County to rezone the land from agricultural to heavy industrial and to allow an electrical substation; the application remains under staff review, with public hearings still to come before the Planning Commission and Board of Supervisors. Sisson North is part of Peterson's larger Project Sisson, which the company has described in federal filings as 16 two-story data center buildings totaling 3.8 million square feet with four substations on the banks of the Rappahannock River, with cooling water to come from the Little Falls Wastewater Treatment Plant less than two miles away.

At the June 2, 2026 Board of Supervisors meeting, resident J.W. Swain said backup generators for the roughly 11 million square feet of data centers proposed along the Kings Highway corridor could release 37,000 pounds of fine particulate matter a year, with schools 1.5 to 2 miles away: "You are the last stand for health, our health concerns. You are the Alamo of our health concerns." Kevin French, a former technology executive, urged the county to hire outside legal, financial and technical experts: "Few local governments have ever been asked to simultaneously consider land use, water, utility, fiscal, legal and economic development implications on this scale."

Stafford has roughly 18 data center proposals in its pipeline; the Planning Commission has recommended denial of the nearby Potomac Creek Campus over a historic cemetery on its site, while five large projects, including the Stafford Technology Campus, are grandfathered under the county's 2025 data center ordinance. The county held public meetings on June 18 and 22, 2026 to gather resident input on its five-year Comprehensive Plan update, which will guide where future data centers like Sisson North can go; no hearing date for the Sisson North rezoning itself has been published.
