Green Energy Ventures Data Center, King George County, Virginia

Green Energy Ventures' King George Technology Center, a data center campus of 13 buildings on about 300 acres at the northwest corner of Kings Highway (Route 3) and Bloomsbury Road in King George County, was approved by the Board of Supervisors on February 17, 2026. The vote to rezone the land from agricultural to industrial was 3 to 2, with Cathy Binder of Shiloh and William Davis of Dahlgren against; Davis then joined the majority to let buildings rise to 65 feet at two stories and 90 feet at three, above the county's 50 foot limit.

"You're asking us to make a vote on an unknown, and that bothers me," Binder said, because the project does not yet have a power source. Supervisor Ken Stroud answered that anything built in an industrial zone needs a lot of power: "So, regardless of what goes in there, there's going to be an issue of power." The approval allows 6.5 million square feet of data centers set back 250 feet from Route 3, forbids groundwater for cooling, allows only Tier 4 generators, and comes with 18 acres for the county, $3 million at the first building permit, $500,000 for public safety training and an aerial ladder truck.

In March 2026 Horti-Group USA, whose 156.6 acre farm with 55 acres of greenhouses sits immediately next to the site, sued the board in King George Circuit Court, calling the decision arbitrary and capricious and a breach of the Chesapeake Bay Preservation Act and the county's own comprehensive plan. The farm grows 500,000 poinsettias and two million chrysanthemums a year, plants that need uninterrupted darkness, and says the campus's light and generator exhaust would imperil its crops and its workers' jobs; it asks the court to void the approval and stop all permits and construction. The site holds wetlands, a FEMA floodplain and a resource protection area, and in July 2025 the planning commission had voted 6 to 2 against recommending the height increase.
