AWS Carter's Store Tech Campus data center, Fredericksburg, Virginia

Amazon's Carter's Store Tech Campus, a proposed data center campus of about 2.6 million square feet on 313 acres along Flippo Drive east of Interstate 95, south of Fredericksburg in Spotsylvania County, Virginia, has its rezoning but no construction schedule. Amazon Data Services filed to rezone 314 acres at 8432 Flippo Drive from Rural to Industrial-1 for data centers and a substation, to be built in phases by 2035.

Carter's Store is one of four campuses Amazon filed for in 2023 around the Carter's Store area, with Summit Crossing, Cosner and Orrock, and documents suggested an investment of around $1 billion in each. The land is mostly undeveloped woodland. In October 2024 the county said there was no construction schedule yet, "but preliminary discussions are underway to begin proffered construction traffic studies," which must be done before a site plan can be approved.

Spotsylvania has since turned more skeptical of data centers. In February 2026 the Board of Supervisors began requiring a special use permit for every data center, ending by-right development even on industrial land, and the county does not let data centers use drinking water or dig wells for cooling. In August 2026 the board voted 4-2 for a resolution urging Gov. Abigail Spanberger to enact a statewide moratorium "in order to allow the Commonwealth to study and determine whether data center development should continue to be permitted and, if so, under what conditions." Supervisor Drew Mullins, who voted no with Deborah Frazier, called the idea that Richmond would solve the problem "a pipe dream" and said: "We can be the moratorium. Each applicant comes before us, and we scrutinize what they're doing." Supervisor Jacob Lane said he was voting for the constituents protesting the industry, including the group Safeguard Spotsy.

Later in August the supervisors voted 3-2 to amend the Comprehensive Plan so that data centers take up no more than 45% of the county's industrial land. The county has approved eight data centers occupying 1,756 acres, with 10 more applications pending. "I think it does send a clear message that we want to pump the brakes a little bit," said Supervisor David Goosman.

Carter's Store already has its zoning, so the next step is Amazon's site plan, which needs the proffered traffic studies before county staff can approve it; the Spotsylvania County Board of Supervisors decides any new data center permits and rezonings. No construction start at Carter's Store has been reported; the latest county-wide reporting is from August 2026.
