Amazon Web Services owns 113 acres at 8401 and 8501 Vulcan Lane outside Manassas in Prince William County, Virginia, beside the Vulcan Materials quarry, zoned for a data center but with no site plan yet filed. Amazon Data Services bought the land in January 2024, along with 27 acres nearby on Century Park Drive, about 140 acres in all for roughly $152 million, according to the Washington Business Journal.

On September 22, 2026 the Prince William County Board of Supervisors voted 8-0 to end by-right data center development countywide, ending the fast, no-vote permitting that had covered Vulcan Lane. New projects will instead need a special use permit, with a public hearing and a board vote, after a 90-day grace period for pending plans. Supervisor Tom Gordy, who pushed the change, said in June 2026 it would stop "land grabs that displace our existing small businesses and the jobs they bring."

The county's new noise rules will also apply to anything built on Vulcan Lane. In late October 2025 supervisors voted 5 to 2 to cap industrial-area noise at 73 decibels by day and 68 at night, below the previous 79 and 72 but above the 67 and 62 recommended by consultants the county paid about $2 million. "It (the new ordinance) doesn't provide any meaningful relief at all," said Kathy Kulick, a Gainesville resident who sat on the county's data center ordinance advisory group.

Land already finished, being built, or with a site plan past the county's quality control check keeps by-right status. Vulcan Lane's undeveloped parcels do not, so any Amazon proposal there now goes before the Board of County Supervisors for a special use permit vote.
