Data centers in Fredericksburg, Virginia: 2 projects mapped

Fredericksburg zoned about 250 acres of Celebrate Virginia South for data centers by right in February 2025, and STACK Infrastructure and The Silver Companies have proposed an eight-to-12-building campus there that Data Center Dynamics reported as a $10 billion project; it still needs final entitlements, a water agreement and Dominion Energy transmission power. Outside that zone, the City Council voted 7-0 on August 26, 2026 to deny Penzance's rezoning for a two-building data center project on the Hylton tract along Interstate 95.

Penzance had scaled its plan down twice, cutting building height and water use and offering more than $40 million in proffers, after the Planning Commission recommended denial 7-0 twice in 2025. Neighbors in Great Oaks and along Cowan Boulevard argued the site was too close to homes; engineer James Powell said the developer's own noise study predicted 75 decibels at the property line during generator testing, not the 42 decibels used in its marketing. The August 26 hearing ran past midnight before the council voted down both the rezoning and a height permit.

The vote left the door open elsewhere. Mayor Kerry Devine said development pressure on the Hylton tract is "still on the table," and Councilor Matt Rowe said he had heard the 2025 overlay as a promise that data centers would go only in Celebrate Virginia South, "though the TOD doesn't necessarily say that." The STACK campus inside the approved overlay is Fredericksburg's only project now moving toward construction.
