EdgeCore Digital Infrastructure, a Denver-based data center developer, is building its largest campus in Louisa County, Virginia, and in August 2026 filed with the US Army Corps of Engineers for the campus's second phase: three data center buildings and substations on 187 acres, affecting 4.2 acres of wetlands and more than 6,300 feet of stream channels.
EdgeCore bought the 697-acre site in the Shannon Hill Regional Business Park, next to Interstate 64, from Louisa County for $42 million in June 2025, for a roughly 1.1-gigawatt campus it says will cost about $17 billion, to be powered by Rappahannock Electric Cooperative.
Louisa District Supervisor Manning Woodward has said on a local radio show that the campus will be "behind the meter," generating its own power, possibly with gas on site; he said the county had received no plans and that small modular reactors were an option but "those are way off." Because the county's 2019 zoning made "utility service major" a by-right use, EdgeCore could build a generating plant without a local public approval process.
In Loudoun County, EdgeCore secured $1.5 billion in financing in April 2026 for two data centers in Sterling, totaling 685,000 square feet and 114 megawatts at full buildout. The first, AS01, is scheduled for initial occupancy in November 2026, and the second in July 2027. EdgeCore also operates a campus in Santa Clara, California.
