Blaisdell Property Data Center, Stafford County, Virginia

Trammell Crow wants to build a data center campus of three buildings, about 1.5 million square feet in all, on 181 acres along Olde Forge Drive in southern Stafford County, Virginia, across the Rappahannock River from Fredericksburg. The developer, TC Blaisdell of Delaware, applied in December 2024 to rezone 11 parcels from urban commercial and agricultural to heavy industrial. The application still needs approval from the Stafford Planning Commission and then the Board of Supervisors, and no decision has been reported since a March 2025 community meeting.

At that meeting, the company's lawyer, Charlie Payne, said the campus would come online between 2028 and 2031, employ about 159 people at full buildout, and raise local tax revenue from $12.3 million in the first year to $35.9 million by 2031. Payne said the buildings would be air cooled and draw no water from the Rappahannock, and the company's proffers cap daytime noise at 55 decibels in residential zones, 65 in commercial zones and 79 in industrial ones.

Neighbors were not convinced. Rebecca Malin, who works at Belmont, the nearby estate of the painter Gari Melchers, and said she lives in the house closest to the site, worried about noise and about who would pay for the power: "That's something that these guys never cover." Christina Mellors objected to the location: "But there's places for them to be placed, and that's places that already are heavy industrial."

Payne said in March 2025 that the Board of Supervisors was unlikely to decide before 2026; the vote was expected in 2026, and no result has been published. By June 2026, Stafford County had roughly 18 data center proposals moving through its pipeline, county staff said at a Board of Supervisors meeting.
