Enon Road Technology Park data center, Fredericksburg, Virginia

The Enon Road Technology Park, a proposed data center campus of up to 2 million square feet on 162 acres south of Enon Road and west of Wyatt Lane, near Fredericksburg in Stafford County, Virginia, is still stuck in county staff review two years after it was filed, with its water and sewer plans not yet accepted. The Enon Road data center applicant is Jacob Manevich of GAM Stafford LLC, and the site lies just west of Interstate 95.

The application, filed in July 2024, asks the county to rezone 162.36 acres in the Hartwood election district from agricultural (A-1) to light and heavy industrial (M-1 and M-2) for a technology park of data centers and infrastructure, according to the county's planning record. The county lists its status as incomplete, and no public hearing has been scheduled. In the first round of review in 2024, the planning, environmental, fire, historic, stormwater, utilities and zoning reviewers all failed the submission. Utilities staff asked for water use numbers for the data centers and for the proffers to say how the site would be sewered, noting the parcel is in the Claiborne Run sewer shed and would need to connect to the line along Route 1. Historic reviewers found county records showing a possible burial on one parcel and a possible family cemetery on another, which would likely need to be delineated. Another comment asked whether the noise of the data centers had been considered for wildlife and for a nearby park, and what happens to sound levels as more buildings come online. By the third round, completed on August 26, 2026, the planner and fire reviews had approved it, but the utilities review failed again.

The same applicant is behind Cranes Corner, a data center of about 900,000 square feet on 46 acres just east of U.S. 1, filed under GAM 403 Mountain LLC. Cranes Corner is one of five Stafford data center projects the county grandfathered under its older rules when it tightened data center regulations in late 2025, along with the Stafford Technology Campus, Potomac Church Tech Center, Centreport Gateway/Pemberton and Vantage VA-4. Enon Road is not on that list, so it would have to meet the stricter rules, including the 750-foot setback from homes that the supervisors approved.

Enon Road was one of five Stafford data center rezonings reported together in January 2025, alongside the GWV Data Center, Accokeek Center and Austin Ridge Logistics Center. Since then residents have pushed back hard. When the Accokeek Tech Park hearing was pulled an hour before it was to start in April 2026, Protect Stafford president Erin Sanzero called the move "unconscionable," and planning commission chairwoman Kristen Barnes said: "I felt the public's rage, and I agreed with them. I felt it, too." Accokeek Center later won a 4-3 planning commission recommendation in August 2026 over the objections of most of more than 50 speakers, and in July the supervisors deferred the Potomac Creek Campus over a cemetery believed to hold graves of enslaved people.

Once county staff accept the application as complete, it goes to a public hearing before the Stafford Planning Commission and then to the Board of Supervisors, which makes the final rezoning decision. The site is in the Hartwood District, whose supervisor is Darrell English. The latest county review of the application is dated August 26, 2026.
