Data centers in Scott County, Virginia: 1 project mapped
Scott County's planning commission tried on Monday, September 14, 2026, to write its first rules for data centers, and put them off after residents from across the county turned out to sound the alarm. Under the county's current zoning, a data center can open anywhere in the county, planning commission chairman Rodney Baker told WJHL. The proposed ordinance would confine data centers to commercial and industrial districts and require a special use permit for each one. The commission tabled it until its next meeting. No company has publicly proposed a data center in the county; the ordinance, like others being drafted across the region, is meant to set rules before one does.
The county spent years inviting exactly this. In October 2010 its economic development authority announced that a site at Duffield had been named one of 12 primary ready-to-develop data center sites in a Deloitte study for the Tennessee Valley Authority. Power there comes from the Powell Valley Electric Cooperative, a TVA distributor, and Duffield already had a small data center, OnePartner, run by ATAC.

Scott County is also making money from the data center boom elsewhere. VFP, which builds generator shelters and utility structures used at data centers and in the substations that serve them, is spending $35 million to expand its campus in Duffield to six buildings on 50 acres, with a 135,000-square-foot building under way and a 90,000-square-foot prefabrication shop due in 2027. The company's chief financial officer, Steve Jones, said it had almost doubled to about 500 employees in three years, and much of that growth came from utilities' demand for electricity for data centers. Jonathan Belcher of the Virginia Coalfield Economic Development Authority, which lent the company $3 million, called it the largest manufacturer in the region.
What happens next is the planning commission's second look at the ordinance, whose date the county has not announced, followed by a hearing before the Board of Supervisors if it goes forward. What residents want in it beyond the zoning limits, and whether any developer has made inquiries that prompted the rewrite, has not been made public.
