Benton County's main data center proposal is tied to a fertilizer plant. Atlas Agro North America, a Swiss startup, plans a $1.5 billion "low-carbon" fertilizer plant called Pacific Green on 150 acres in north Richland, land it has a $9 million deal to buy from the Port of Benton. In 2025 it added a $500 million data center complex next door, saying the data center would help make the fertilizer plant feasible by sharing costs. In December 2025 the City of Richland granted Atlas Agro a one-year option to buy nearly 275 city-owned acres nearby for $24 million. The projects would share a Bonneville Power Administration substation that the council voted in July to design, contingent on Atlas Agro covering its full $51 million cost; the company has not disclosed how or where it will source power.
Residents have used council public comment for months to try to stop the project, organized through a Facebook group, Tri-Cities Wa Citizens Concerned About Data Centers. The day after Pasco's city council adopted a six-month data center moratorium, nearly a dozen Richland residents spoke against data centers at a July 21 meeting even though none was on the agenda. Kayla Madsen said the city seemed to break the Atlas Agro question into small pieces to make it "sweet and palatable." City Manager Jon Amundson said Richland could not follow Pasco: "Because an option agreement is in effect, imposing a moratorium is not possible," he said, "but that does not mean the city intends to proceed without safeguards."

Two other data centers are being explored nearby: Trammell Crow Company is studying a 500-to-1,000-acre site at Lewis & Clark Ranch in West Richland, and Battelle has sought information on a small secure AI data center at Pacific Northwest National Laboratory in Richland, needing 2 megawatts of power at first and possibly 40 later.
Atlas Agro's option on the Richland land runs to about December 2026, when it must decide whether to sign a purchase agreement that would go to the City Council.
