Brown County's data center fight has centered on the village of Wrightstown, population about 3,300, where Cloverleaf Infrastructure, a Houston company, had been talking with village administrator Travis Coenen since at least January 2026 about rezoning land for an AI data center of up to about 1 gigawatt; no site had been identified. On May 27 the Village Board chose to put the question to a referendum rather than pass a policy on its own, and on June 16 it voted a temporary moratorium on data center zoning and planning to hold decisions until after the vote; the village's published moratorium notice lists it running from July 7, 2026 to July 7, 2027.
On August 11 voters delivered a lopsided result: of 1,184 votes cast, 1,033, about 87 percent, said no to the village considering AI data center proposals, and 151 said yes. The referendum is non-binding, but Coenen had said it would have a "huge influence" on the board. Cloverleaf had already dropped a similar project in nearby Greenleaf after officials there said data centers were "off the table."

At the county level, officials say their hands are tied because every town, village and city in Brown County sets its own zoning. Supervisor Christopher Welch proposed a countywide moratorium so municipalities would have "a little bit more teeth," but on June 2 the Planning, Development and Transportation Committee declined to take it up. "So whatever we do here is not going to affect anything," said committee chair Norbert Dantinne, who told residents to seek a moratorium from their own town or village.
Three county supervisors are now surveying local governments and will recommend how the county can help; Wisconsin's legislature left its session without data center rules and does not return until January. Wrightstown's moratorium remains in effect while the board decides how to respond to the referendum result.
