Vantage Data Centers is building Lighthouse, a $15 billion data center campus for OpenAI and Oracle, on 672 acres on the north side of Port Washington, Wisconsin, in Ozaukee County. Vantage broke ground in December 2025; the campus will have four single-story data centers totaling 902 megawatts across 2.5 million square feet, scheduled to be finished in 2028. The project is part of Stargate, the $500 billion OpenAI initiative, and Vantage expected about 3,500 workers on site in 2026 and 5,000 in 2027, according to filings with the Wisconsin Department of Natural Resources.

On April 7, 2026, Port Washington became the first city in the United States to put data center tax breaks to a public vote, and about 66 percent of voters said no. The referendum requires city leaders to get voter approval before granting a developer tax incentives over $10 million; it was put on the ballot by residents and a local group called Great Lakes Neighbors United, and came too late to affect Lighthouse. The $458 million tax incremental financing district the city authorized for Lighthouse in November 2025 is unaffected, but business groups including the Metropolitan Milwaukee Association of Commerce have sued to have the referendum ordinance struck down, a case that could void it entirely.

Vantage says We Energies will supply the campus's power, with 70 percent from zero-emission sources including solar, wind and battery storage, and that a closed-loop cooling system will use about 11,000 gallons of water a day. At the December groundbreaking, Vantage North America president Dana Adams said the campus would use about 1.3 gigawatts of power without raising other customers' rates: "We're paying our own costs, including infrastructure upgrades that benefit everyone." The business groups' lawsuit over the referendum ordinance is the open legal question in Port Washington, while construction of the campus continues toward its 2028 completion date.
