Vantage Data Centers data centers: 43 sites mapped

One of the sharpest fights over a Vantage campus has been in Port Washington, Wisconsin. Vantage's Lighthouse campus there is a $15 billion project for OpenAI and Oracle under the Stargate program. Its four data center buildings are expected to need 1.3 gigawatts of electricity, and a Clean Wisconsin analysis said the campus could need as much as 3.5 gigawatts once fully built. The Common Council approved the development agreement in August 2025, and in November 2025 unanimously created a tax increment district under which Vantage pays upfront for an estimated $175 million of infrastructure and is repaid from the tax increment. "Vantage is putting all the capital up front for all of the infrastructure," Mayor Ted Neitzke IV said. Residents were less sure. Christine Le Jeune of Great Lakes Neighbors United called it "a gigantic complex". The power it needs has brought with it a proposed $1.4 billion transmission line from American Transmission Co.

Great Lakes Neighbors United, a residents' group formed after the Vantage announcement, drew up a ballot measure, and more than 1,000 residents signed the petition that put it on the ballot. On April 7, 2026, 66 percent of Port Washington voters approved the measure, which requires voter approval for any tax incentive above $10 million; Fox News reported that this made it the first city in the nation to pass a referendum restricting AI data center development. It does not affect the existing Vantage deal. "We are not against development," said Carri Prom, the group's co-founder. "We are for development that the community understands, supports and has chosen together."

Vantage's largest project is Frontier, a 1,200-acre, 1.4 gigawatt campus in Shackelford County, Texas, near Abilene, planned as ten single-story buildings at a cost the company puts at more than $25 billion. Vantage said in December 2025 that it had broken ground as part of the Oracle and OpenAI Stargate expansion.

In Wyoming, the Laramie County commissioners unanimously approved a zone change in September 2026 for Project Latigo, a 1,835-acre, 480 megawatt campus on Terry Ranch Road about 12 miles south of Cheyenne. Vantage says it would run on Wyoming natural gas and use a closed-loop cooling system, with water drawn from on-site wells; its permit application says it will restore 110 gallons of water for every 100 it uses, through projects such as floodplain and wetland restoration, and it puts the investment at up to $20 billion. Vantage hopes to begin construction in 2027 and continue into 2030.
