Data centers in Rock County, Wisconsin: 2 projects mapped
Rock County has had three data center proposals in a year, and the largest has already fallen away. The Janesville City Council voted 5-2 for a non-binding letter of intent with Viridian Acquisitions to build on the former GM assembly plant, a proposal for up to 800 megawatts across eight to eleven buildings.
After a group called No Janesville Data Center gathered more than 4,000 signatures, the council voted to put a referendum requiring a public vote on any project over $450 million onto the November 3, 2026 ballot rather than adopt it outright, and the city then let Viridian's letter of intent lapse.

Two smaller proposals are in the towns. In the Town of Beloit, officials signed a pre-development agreement with Cambrin LLC for 430 acres, a company tied by name and email address to a Meta data center in Beaver Dam, Wisconsin, as well as projects in Indiana and Ohio; the town says no application has been submitted. In the Town of Janesville, a San Diego consulting firm asked about farmland at North Polzin and West Fenric roads in April 2026.
The Town of Beloit has since adopted a 12-month data center moratorium, running from August 18, 2026 to August 18, 2027. Rock County's Planning and Development Committee unanimously rejected a countywide moratorium in August, after the county's lawyers said towns, not the county, hold zoning authority here and a countywide pause could draw a lawsuit. "You can't just adopt a moratorium and sit on your hands for a year. You have to actually do something," said county planning director Andrew Baker.
