Data centers in Wood County, Wisconsin: 1 project mapped
The Wisconsin Rapids paper mill closed in 2020 with almost 1,000 jobs lost and was torn down in 2025. A first data center plan for the site, a 20-megawatt project from Digital Power Optimization, was cancelled in July 2025. A second developer, PNK Group, has been weighing the site since December 2025 through an entity called PCH WI Holdings LLC; the city says it has signed no nondisclosure agreements and has no financial partnership with any developer.
Opposition built through 2026. In April the Common Council adopted zoning standards confining data centers to the mill site's industrial district. On August 10 the Planning Commission voted unanimously to recommend a one-year moratorium on new data centers to the Common Council.
After more than three hours of public comment on September 16, the commission unanimously rejected the conditional use permit for DC Rapids LLC's roughly 200-acre campus at 950 Fourth Avenue North, the site PNK is proposing, and sent both the denial and the moratorium recommendation to the Common Council. "We don't know how to be proactive necessarily because nobody's really ever done; there's no playbook on this," said Mayor Matt Zacher, who now backs the moratorium.
