Cabin Field Road Data Center, Campbell County, Virginia

Mesh Capital LLC's plan for three data centers on about 57 acres at U.S. 460 and Cabin Field Road, in the Concord district of Campbell County, Virginia, can go forward under the site's existing heavy industrial zoning, whatever the result of a resident's pending appeal. Supervisors voted 5-2 in October 2025 to reject Mesh Capital's bid to drop a proffer tying the land to a 2000 site plan, but the county's zoning administrator ruled the company's new concept plans meet that old plan, allowing the data centers by right.

The original rezoning request would have dropped the proffer entirely, letting Mesh Capital build three data centers of 150,000 square feet each without being bound to a specific layout. The land was rezoned from agriculture to heavy industrial with that proffered plan in January 2000 and has never been developed. Little is known about Mesh Capital, whose representative has a Norfolk address; no end user has been named. The new plans include a 50-foot-wide internal road, up to 15 parcels and at least 14.4% of the property as common green space.

Neighbors on Cabin Field Road raised concerns about noise, diesel generators, night lighting, traffic, water use of more than a million gallons a day, and blasting at a nearby quarry. Only 13 adjoining owners were notified, six of whom do not live on the road full time, residents said. "A lot of folks thought that we defeated data centers. That was really not the case," said Ashby Smith, who lives beside the property. Some neighbors with failing wells, though, wanted the water line the project would bring.

Resident Ashby Smith petitioned the county to review the zoning administrator's finding, and the Board of Supervisors held a semi-judicial hearing on January 20, 2026 to affirm or reverse it. That hearing was the scheduled vote; no result has been published since. Either way, Mesh Capital can build under the 2000 zoning and proffers, though a reversal would send the company back to file formal site plans first.
