Data centers in Campbell County, Virginia: 1 project mapped

In 2024 Campbell County made data centers a by-right use on heavy industrial land, "to better market some properties that we had," Concord supervisor Matt Cline said. In October 2025 the Board of Supervisors voted 5-2 against Mesh Capital LLC's request to lift a proffer on about 57 acres at U.S. 460 and Cabin Field Road in the Concord District, where it had planned three buildings of about 450,000 square feet, Data Center Dynamics reported. Mesh then submitted a scaled-down plan that the zoning administrator found in general compliance with the existing proffered site plan, needing no rezoning. "A lot of folks thought that we defeated data centers. That was really not the case," said Ashby Smith, who lives beside the property and petitioned the board to review the decision. The applicant's end user is unknown, and Mesh did not answer WSET.

On December 2, 2025 the board voted 5-2 for an emergency ordinance ending by-right data centers, after residents said they feared other developers would flock to the county. On January 6, 2026 it voted 4-3 to extend the emergency rules for 120 days rather than make them permanent. At a Lynchburg summit that month, Vince Barnett, data center industry leader at the Virginia Economic Development Partnership, said operators seek by-right zoning "to mitigate risk." On May 5, 2026 the board voted unanimously to make data centers special-use-permit only. "I move that we make data centers special use permit only," said Cline. The Cabin Field Road project and a second one on Mt. Athos Road, where talks had stalled since concept plans in February 2024, were proposed before the change and remain grandfathered.
