Cipher Digital is developing its Stingray data center project on a 250-acre site west of Andrews in Andrews County, Texas, with up to 100 megawatts of power capacity. The company has leased 70 megawatts of critical IT load at the site to AWS and funded the project with an $810 million bond offering.
At a town hall, Cipher described a plan to treat brackish water from a deep aquifer for the facility, and residents questioned water use, electricity demand and noise. Cipher had targeted energization in the second quarter of 2026, but its own investor materials now target rent starting April 1, 2027 for the site's network hall and May 1, 2027 for its data hall.
