Data centers in Andrews County, Texas: 1 project mapped

Andrews County's one tracked project is Stingray, a 100-megawatt computing campus that Cipher Digital, formerly Cipher Mining, is building on a 250-acre site west of the city of Andrews for Amazon, which will lease it for 15 years. Cipher closed on the site in late 2024 and in June 2026 raised $810 million in high-yield bonds to pay the remaining construction costs, Bloomberg and The Next Web reported. At a town hall on July 14, 2026, officials said work had only reached the stage of clearing dirt, and it was still unclear when construction would begin.

At that town hall, Cipher representatives unveiled a water plan: the campus would use reverse osmosis to treat brackish water from a deep aquifer that isn't fit for cattle or irrigation, said chief construction officer Christopher Totin. Residents shouted that the facility has "no right in Andrews County" and said they were being treated as guinea pigs. "What assurances do we have from you that this is not just empty promises?" one resident asked; another said of runoff, "The cattle will eat it, the grass will take it, and we'll take the loss."

Cipher's representatives said the campus would be the first to go offline in a countywide energy crisis, estimated its sound at about 38 decibels, and cited at least 50 full-time jobs and $162 million in tax revenue over 20 years. Amazon is reportedly the tenant, but the company would not confirm it because the tenant had asked to stay anonymous.
