Legacy Data Center, Cibolo, Texas

Legacy Investing's planned 50-megawatt data center at 1000 Bolton Road, on the former San Antonio Karting Complex near Marion in Guadalupe County, Texas, was approved by Cibolo city staff without a council vote, and residents only learned of it months later. Cibolo's planning department administratively approved Legacy's site plan in April 2026 because the land is zoned for light industrial use, which allows data centers by right.

Legacy, a Virginia-based real estate investment firm, plans a 243,000-square-foot building with more than 100,000 square feet of data halls on the 39-acre site, with room to expand to 150 MW, ready by the fourth quarter of 2027, built for AI inference with direct-to-chip cooling and closed chilled-water loops. Power would come from the Guadalupe Valley Electric Cooperative, which says it has more than enough, and water from the Green Valley Special Utility District; the projected water demand equals that of 33 single-family homes.

District 4 Councilmember Katie Cunningham said the council had been told in 2025 that utilities lacked the power and water for a data center: "I'm angry about the process. Whether or not it was legally permissible to approve this administratively, the community and council should have known this was a real possibility, especially after being told it wasn't feasible." Place 3 Councilwoman Marissa-Ellen Patterson shared city and utility presentations with residents, saying her goal was "to make sure that the public has accurate information."

A town hall on the project was scheduled for August 17, 2026 at Steele High School, followed by a special council meeting; no report on what happened there has been published.

Cibolo's ordinance subcommittee recommended in July that the full council review the approval process and set development standards for water, energy use, pollution and noise; state law lets the project proceed where zoning already allows it, and a new state law, Senate Bill 6, only requires large loads of 75 MW or more to cover the cost of connecting to the grid.

The decisions on Cibolo's data center rules rest with the City Council and its Planning and Zoning Commission.
