Project Horizon, the data center campus Poolside Infrastructure Company is developing outside Fort Stockton in Pecos County, Texas, has lost the partner it launched with and shrunk on paper from two gigawatts to 400 megawatts of power. In an August 17, 2026 release naming a new chief financial officer, the Austin-based developer described Project Horizon as “a 400 MW data center in unincorporated Pecos County, Texas.”

The project was first announced in October 2025 by the AI startup Poolside and the AI cloud company CoreWeave as a 2 gigawatt campus on 568 acres of the Longfellow Ranch, owned by the Mitchell family. CoreWeave was to be the lead customer for a first phase of 250 megawatts under a 15-year lease, expandable to 500 megawatts, with construction expected to finish in early 2027. The plan was to use natural gas produced in the Permian Basin.

That partnership came apart. Data Center Dynamics reported in April 2026, citing the Financial Times, that the deal began to fail late in 2025 because Poolside could not get its first cluster of computer chips running on CoreWeave's timeline, and that Poolside's fundraising bid had also failed. A CoreWeave spokesperson said the companies “ultimately chose to pursue different paths for their own strategic and timing reasons.”

Poolside then turned to other cloud providers, including Google, seeking commitments for up to 400 megawatts of construction, although a source told the Financial Times that Google was no longer in talks. The same report said the site could support up to 10 gigawatts and that Poolside aimed to build 2.5 gigawatts of solar and wind power there.

Poolside Infrastructure Company, founded in 2026, is now carrying the project, led by chief executive Robert Bonar and chief financial officer Justin Lagasse, formerly of Avangrid. In a June 2, 2026 post, energy writer David Blackmon described the site as a 559-acre footprint next to the Longfellow Ranch, more than 25 miles outside Fort Stockton, buffered by ranchland. “Public resistance to data centers in other areas like Ohio and Pennsylvania is real and it's understandable,” Bonar told him.

“Residents of those areas are being impacted, whether it be water usage, power rates, land prices and everything else. Looking at that, we believe there's a better solution here,” Bonar said.

The county has also been asked for a tax break. The Pecos County Commissioners Court agenda for November 10, 2025 listed a tax abatement agreement with Poolside Inc. inside the Longfellow Renewable Energy Reinvestment Zone, a state tool that lets counties trade lower taxes for new investment, which the court created on January 13, 2025. The agenda does not say what the break is worth.

Project Horizon is no longer the only large data center plan near Fort Stockton. In August 2026 Amazon Data Services filed plans for three buildings north of town, valued near $300 million each, and days later confirmed it had bought the 8,000-acre GW Ranch site in Pecos County for a separate gas-powered data center campus. Data Center Dynamics said it was unclear whether Amazon's plans involve Poolside.

Tax abatements for projects in the county go before the Pecos County Commissioners Court, which meets at the county courthouse in Fort Stockton. Governor Greg Abbott has temporarily halted new data center approvals in Texas since August 2026, though that has not stopped facilities already cleared and building. The developer has not named a replacement lead customer for Project Horizon.
