Data centers in Pecos County, Texas: 3 projects mapped
Two very large projects have been proposed outside Fort Stockton in Pecos County, both built around Permian Basin natural gas rather than the state grid. The bigger is GW Ranch, an off-grid gas power and data center complex on an 8,000-acre site developed by California-based Pacifico Energy. In January 2026 the Texas Commission on Environmental Quality issued what Inside Climate News called the largest air pollution permit in the country for it, authorizing more than 12,000 tons a year of regulated air pollutants and up to 33 million tons a year of greenhouse gases. Engineering News-Record reported the permits cover 35 gas turbines able to generate up to 7.65 gigawatts, plus up to 750 megawatts of solar and 1.8 gigawatts of battery storage.
In August 2026 Amazon confirmed it had acquired GW Ranch, filing for three buildings, together called the Pecos County Data Center, at 6000 TX-18, about 11 miles north of Fort Stockton, each at 189,060 square feet and $300 million, with construction scheduled from August to December 2026. Pacifico had earlier put the project's needed investment at about $12 billion. On water, an Amazon spokesperson told ENR: "The initial phase requires no water for power-generation cooling, and later phases are designed to rely primarily on brackish groundwater, which does not compete with the community drinking water supply." Research cited by ENR estimated the plants could eventually burn 1 to 2 billion cubic feet of gas a day, 4 to 7 percent of 2025 Permian Basin gas production.

The second project, Project Horizon, was announced in October 2025 by AI startup Poolside as a 2-gigawatt campus on the Mitchell family's Longfellow Ranch, with CoreWeave as anchor tenant for a first 250-megawatt phase. By August 2026 CoreWeave had dropped out; on August 17 Poolside described its flagship project as "a 400 MW data center in unincorporated Pecos County, Texas." The county had already created a tax reinvestment zone for the site in January 2025 and considered an abatement agreement with CoreWeave in January 2026.
Because GW Ranch starts off the grid, it is unclear how a statewide pause on new data center grid connections, announced August 3, 2026 by Gov. Greg Abbott, would affect it. Amazon says the system is designed to move to grid-connected service later.
