Project Kestrel data center, Kansas City, Missouri

Project Kestrel is a planned campus of six data centers, up to 1.8 million square feet, on 379 acres of the KCI-29 industrial site north of Kansas City International Airport, in Platte County, Missouri. The developer is Shenandoah Computing LLC, which asked Port KC, Kansas City's port authority, for up to $100 billion in conduit bonds to build the campus in phases over twenty years.

The end user has not been named; Port KC calls it one of the world's leading technology companies, and the Kansas City Business Journal has reported it may be linked to Google, which did not comment. KCI-29 is a Hunt Midwest logistics park at 13231 NW Roanridge Road, about an eight-minute drive from downtown Platte City. Port KC granted the project a 35-year tax abatement, and Shenandoah also sought sales tax exemptions on construction materials.

Port KC says the campus will generate more than $110 million in tax revenue over the life of the bonds, against $1,400 a year from the land now, starting with $2.62 million for a new Northland Career Center. It adds a 25-cent-per-square-foot charge for workforce training, worth about $15.75 million at full build-out. Port KC says the developer will draw at least half its energy from carbon-free sources, pay standard city water and wastewater rates, and create about 50 jobs per phase paying more than $100,000 a year.

"This data center represents more than just a technology investment, it's a long-term partnership with our community," said Port KC chief executive Jon Stephens.

Platte County's presiding commissioner has come out against it. Scott Fricker said in November 2025 that he "can't support 'Project Kestrel'" because of the property and sales tax subsidies it gives to some of the world's largest corporations, and warned that households would end up paying for new power plants, grid upgrades and water treatment.

"The problem is, there is just no information," Fricker told FOX4. "Port KC has no obligation to tell us anything, and we're just left guessing, right?" Evergy disputed his claim about its rate increases, saying the base rate increase was less than 7%. Fricker called on the Missouri Legislature to reform Port KC, which he described as an agency governed by unelected bureaucrats.

Kestrel is one of several campuses in the Northland: Port KC granted $10 billion in bonds to Google-linked Project Mica, five data centers on 500 acres in Clay County, and Google has permission for up to 1.435 million square feet in the Hunt Midwest Business Center.

Construction of the first phase was set to begin in 2026, and the bonds and tax abatement run through Port KC's board of commissioners, not the Platte County Commission, which has no vote on the project. No report has updated the project's status since Fricker's comments in November 2025; whether construction has begun has not been published.
