Project Sassy data center, Floyd County, Georgia

Project Sassy is a data center campus that Atlas Development has proposed for about 178 acres between Plainville Road and Ga. 53, across from the Lowe's Distribution Center, outside Rome in Floyd County, Georgia. Atlas's plans call for seven buildings of about 72 megawatts each, up to 504 megawatts across 2.49 million square feet, and the company sought to rezone the land from suburban residential to heavy industrial. Atlas withdrew that rezoning request in February 2025, the day the Rome-Floyd Planning Commission was to hear it, and a resident who filed a Floyd County records request said in August 2026 that the minutes show the request was pulled and that the county's response did not show it was resubmitted.

Single-family homes and farmland sit near the site, and residents have raised concerns about noise, the strain on natural resources and how few workers data centers employ. Woodward Creek and its wetlands cross the property, so an environmental report would be required, and some residents called for a moratorium until the county's development code addressed data centers. Planning Director Brice Wood said that if Atlas reapplies, the request would be advertised again, with new letters sent to neighboring property owners and new signs posted on the property.

On August 25, 2026, in front of a packed room, the Floyd County Commission adopted rules for any future data center in the unincorporated county: they are allowed only in heavy industrial zoning, buildings must sit at least 600 feet from an existing home, and noise at a residential property line is capped at 65 decibels by day and 55 decibels at night. No permit can issue until utilities confirm in writing that power and water are available, and the ordinance bars private wells and direct surface-water withdrawals and requires a bonded decommissioning plan. Most speakers at the hearing supported the rules, though some said they did not go far enough.

Atlas has two other sites nearby in Floyd County: the seven-building, 2.4-million-square-foot Project Gracie campus planned behind Coosa High School, and the former Battey Business Complex on North Division Street in Rome, which the Rome-Floyd Development Authority agreed in August 2025 to sell to Atlas for $5.7 million. If Atlas reapplies for Project Sassy, the request would go before the Rome-Floyd Planning Commission and then the Floyd County Commission, and it would have to meet the new ordinance; none has been filed since the 2025 withdrawal.
