Project Bus data center, Temple, Georgia

Atlas Development withdrew Project Bus, a proposed data center campus of up to 12 buildings and two substations on about 350 acres near Temple, Georgia, in Carroll County, in February 2026 after heavy local opposition. Atlas had filed a Development of Regional Impact application with the state saying the campus could be worth $11 billion at full build-out and finished by 2036.

Atlas describes itself as a developer of power-ready sites for hyperscale and enterprise clients and claims 18 sites under control, including a 428-acre technology park outside Villa Rica. "There's no reason for us to request annexation, because they've withdrawn their request," Temple Mayor Michael Johnson told the Times-Georgian after Atlas notified the city.

Opponents packed the Temple Senior Center that Thursday evening to celebrate and plan for any future proposal. "Tonight was a win for rural, agricultural America. It proved that informed, organized communities still have a voice," wrote Zack Martin, organizer of the Carroll County Anti-Data Center Coalition, warning of "a second attempt to refile under a different path." "Data centers haven't been around long enough for us to know the full impact (on the area)," said Dee Perry, founder of the Georgia Agricultural Land Trust.

Atlas has finished the state review for its Avemore data center in Villa Rica, where the city took jurisdiction after approving an annexation and a zoning overlay, while in Temple the project had hinged on the city requesting annexation of the land.
