Carroll County has four data center projects on record. Atlas Development's Atlas Villa Rica project has been approved, and Atlas has a second Villa Rica filing, the Avemore GA LLC Data Center, still listed as proposed. FOGO Solutions already operates FOGO Carrollton, and Atlas withdrew a third project, called Project Bus, in Temple.
Commissioners voted 7-0 on March 3, 2026 for a 100-day moratorium on permits for data centers and battery storage systems in unincorporated Carroll County, after months of residents speaking against data center development at commission meetings. On June 3 they extended it 7-0 for another 100 days, which would have run out around September 11, 2026; whether commissioners have voted since then to extend it again is not confirmed in the local reporting we could verify.
The pause covers only unincorporated Carroll County, not its cities, the same gap developers elsewhere in Georgia have used by seeking annexation into a town. A public petition opposing the Villa Rica projects has run alongside the commission meetings, and pressure from that fight is what turned into the countywide moratorium.
