White Oak Technology Park/ Columbia County Data Center, Appling, Georgia

Trammell Crow Company, a subsidiary of CBRE, filed plans in April 2025 for a data center and technology park on about 1,900 acres off Morris Callaway Road and Innovation Parkway at Appling, in Columbia County, Georgia. The Development of Regional Impact application puts the campus at 8.076 million square feet of buildings, 8.004 million of it data centers, with the first phase inside two years and the rest over the next decade and beyond.

It goes next to the existing 612 acre White Oak Business Park, where Amazon already has a fulfillment center. Commissioner Alison Couch of District 4 said she had researched technology parks for months, including visits to data centers around the state. "Based on my observations, I have concluded this use of land offers extremely low overall impact to the surrounding area, while generating tremendous tax revenues in return," she said.

At a hearing in November 2025 the county put the revenue at $118 million and said Georgia Power had approved the power consumption model. Chairman Doug Duncan said the end user would bear every cost of infrastructure, construction and utility use, with no financial burden on residents, and that he expected the land to be bought before December 19. County manager Scott Johnson described what was being created: "It is creating a zoning by right, but each of those zonings would be heard at a later date." Vin Muller, a resident, went at the noise standard: "Noise is cumulative. Each additional device, building, generator, or HVAC unit that they put in there will add to that noise."

The county attached conditions when it rezoned: lower noise limits, more space between the project and existing homes, and a landscaped berm for privacy. It also asked the state for property tax relief legislation for residents, which passed both chambers of the Georgia General Assembly.

In August 2025, before the rezoning, an Augusta paper reported that no end user had been secured, that the developer or end user would carry the water and sewer costs, that about 30 percent of water could be recycled, and that newer closed loop cooling was being encouraged. On July 23, 2026, the Development Authority of Columbia County announced that Google would be the "sole end-user and operator" of the data center. The authority had sold the land to Trammell Crow for roughly $78 million in a deal ratified in December 2025, and the company in turn sold it to an entity listed as Kinetic Infrastructure for nearly half a billion dollars. Two more data center projects followed nearby: in February 2026 the commission gave the Pumpkin Center project the county's new data center zoning and voted down the Byrd Farms request. "This is one of the most significant investments in our county's history," Duncan said in the announcement.
