Kymenlaakso, the southeastern Finnish region around Kouvola and Hamina, has Google's longest-running Finnish data center and two newer campuses under way. Google has operated in Hamina since 2009, when it converted an old paper mill on the coast into a data center, and has invested €4.5 billion there over 15 years, according to Helsinki Times. On Sept. 9, 2026, Google announced it would invest at least €13 billion in Finland over 2027 and 2028, expanding Hamina and building three new facilities in Kajaani, Vaala and Muhos, plans Yle reported had earlier been put on ice while the company waited on the government's proposed removal of a tax benefit. The company tied the expansion to a 22-year power purchase agreement with Fortum for up to half the output of the Loviisa nuclear plant.
In Kouvola, a developer called Hyperco is building a data center that TikTok says will become part of Project Clover, its €12 billion program aimed at strengthening protections for European user data. According to an economic assessment commissioned by TikTok and Hyperco and reported by CNBC in September 2026, construction of a 50-megawatt first phase began in September 2025 and is due to finish in 2027, with a second phase adding 100 megawatts. A TikTok spokesperson told CNBC it would become a tenant only once the facility was available for use.

Also in Kouvola, the Nordic operator atNorth is building its FIN04 campus in Ummeljoki/Myllykoski. The company first described a 23-hectare, 60-megawatt site in late 2023 and now lists it at up to 430 megawatts across 45 hectares, DCD reported in February 2026, when atNorth applied for a building permit for three more data center buildings and the local council was set to discuss the request. Yle reported the first building broke ground in 2024 and is due to go live in the first half of 2027. The site is to connect to the district heating network run by the local utility KSS Energia.
Data centers have not always been welcomed in Finland. At the September 2026 announcement Prime Minister Petteri Orpo acknowledged as much, saying that "In public debate in Finland, the impact of data centres on employment is often underestimated. I find this peculiar in a country that has struggled with high unemployment for a long time." Yle noted that critics focus on the draw on local resources and on climate impact. No council decision on atNorth's February 2026 permit request has been publicly reported.
