Rogaland has one data center running and several large ones lined up for power. Green Mountain runs a site at Rennesøy and plans a campus of up to eight data halls at Kalberg, about 20 kilometers from Stavanger, near the new Fagrafjell transformer station. In the north of the county, atNorth plans its first Norwegian campus, NOR01, on 36 hectares of the Haugaland Business Park at Gismarvik in Tysvær, starting at 120 megawatts of power and rising to 350, with power expected in 2028 once two new substations are built.
The fight is over power. Stavanger Aftenblad reported that 573 megawatts had been reserved for data centers at the Bjerkreim, Bærheim and Fagrafjell stations, with 518 more in the queue from applicants including Google, Green Horizon and Green Mountain, and six data centers totaling 460 megawatts have been cleared to connect around Stavanger. "It will in practice vacuum the whole region for power," Red Party MP Mímir Kristjánsson said (translated from Norwegian).
The unease reaches the political right. Stavanger Conservative councilor Inger Lise Rettedal wants her party to back a resource-rent tax on data centers and to make them pay more of the cost of grid upgrades, rather than households through their grid fees. The park's owners, five local municipalities and the state company Siva, welcome atNorth, which plans to invest about NOK 11 billion in its first phase; Tysvær Mayor Monika Lindanger said it would bring training and jobs.
