Empyrion Digital is building a five-story, 7-megawatt data center, TW1, in Taipei's Neihu district, with solar panels built into its walls. Construction began in January 2026, financed by E.Sun Bank, and it is due to be ready in the fourth quarter of 2027. Amazon Web Services opened its Asia Pacific (Taipei) cloud region on June 5, 2025, its first in Taiwan, and Reuters reported it would invest a further $5 billion in its Taiwan data centers.
Power limits what can be built in the capital. Taipower stopped approving data centers larger than 5 megawatts north of Taoyuan after September 2023, and the Ministry of Economic Affairs said the north needs more grid infrastructure and new power sources. Since November 2025, any new data center of 5 megawatts or more must also have its energy-use plan approved before construction.
The grid's fragility showed after a magnitude 7.2 earthquake knocked out generating units, when Taipower asked TSMC to supply 200 megawatt-hours from its backup generators to help parts of Taipei avoid outages. Vantage calls TPE11, a 16-megawatt data center it opened in 2024, its first Taipei data center, but the building is in Taoyuan.
