Data centers in Ventura County, California: 1 project mapped
Ventura County's data center proposal was a small computing unit at the Ventura County Fairgrounds, and the fair board killed it on September 15, 2026. It came from Global Stack, an Orange County company that has pitched what it calls an Emergency Resilience Network to as many as 70 California fairgrounds. For Ventura it proposed three things on 5 acres: a vertiport for medical and emergency flights as well as everyday helicopter and passenger-drone travel, a shipping-container-sized "Resilience Edge Compute" unit for local processing and emergency communications, and a five-story parking structure. The company wanted a 100-year lease and estimated the project could bring the fairgrounds $2.3 million a year. It had been working under a non-binding memorandum of understanding with the fair board.
About 200 people came to the September 15 meeting, and nearly all the public commenters opposed it. Part of the argument was over what to call the thing. "We're not a data center," said Global Stack CEO and founder Dan Kang, though he acknowledged the unit would count as one "in general governance." Ventura City Councilmember Liz Campos was blunter. "A Computer Edge is still a data center," she said. "We don't need a heliport to carry rich people around while this is the most historically disadvantaged neighborhood city." Board member Miriam Mack said the way the project was presented "raises serious questions in my mind about transparency and conflicts of interest." Board member Leslie Cornejo said the state had been encouraging the board to keep meetings private "to protect the project" since March or April. Members of the laborers' union LiUNA Local 585 spoke for local jobs, and Cornejo warned that the board does not award contracts, which go through state bidding.

The board voted 5-3 to give 30 days' notice ending the memorandum. Mack, Betsy Chess, Cornejo, Dan Long and Shante Morgan-Carter voted to end it. Board president Guillermo Rodriguez Ceja Jr., Gloria Martinez and Leah Lacayo voted no. "We do know that the buildings, the infrastructure, etc., need some TLC, and not just a little bit, we need a lot," Lacayo said. Kang said Global Stack would pursue other fairgrounds and that it was "no skin off my nose." The same day, the Ventura City Council voted unanimously to send a letter opposing the project, and City Manager Bill Ayub said a citywide data center moratorium will come back to the council in early 2027 after staff analysis.
Global Stack's pitch has run into the same wall elsewhere. In Napa County, Calistoga dropped discussions after residents packed a June meeting, and Solano County's fair association has called it "basically tabled." The company still has non-binding agreements with the Tulare County and Kings County fairgrounds to study leasing two to five acres, where officials say no decisions have been made.
