Data centers in Calloway County, Kentucky: 1 project mapped

The only data center in Calloway County is Soluna's Project Sophie in Murray, a 25-megawatt bitcoin mining site that went live in late 2021. The Fiscal Court held the first reading of a 12-month moratorium on new or expanded data centers in unincorporated areas on July 15, 2026. An ordinance needs a second reading to take effect, and no second-reading vote has been published.

"It's not a moratorium to say that we don't want data centers," said Magistrate Paul Rister, who presented it. The draft would let Project Sophie keep running but bar it from expanding; Rister said a Soluna administrator knew of no expansion plans. Judge-Executive Kenny Imes said he wanted a clearer definition of a data center first and that the county did not want to get "backed into a corner."

The city of Murray chose rules instead of a pause. On August 13 the City Council unanimously passed Ordinance 2026-1981, which regulates data centers inside the city. Resident Tara Lynn Kallaher submitted a 23-page analysis asking for insurance requirements and unannounced inspections. Council member Joe Darnall told residents who wanted an outright ban that the city could adopt only rules it could defend in court: "Our ability to help you stops at the city limit."
