Data centers in Baltimore County, Maryland: 2 projects mapped

No new data centers can be permitted in Baltimore County through at least the end of 2027. The County Council voted unanimously on September 22, 2026, to extend the freeze it first passed in February, which would otherwise have ended by January 1, 2027. The Planning Board approved its study of data centers on September 17, and the council now has to review it and decide on permanent rules; council chairman Mike Ertel said he had not yet read it when the extension passed.

The freeze was set off in Woodlawn, where Security Land & Development Co. proposed turning a vacant Social Security Administration building into a 42-acre, 150-megawatt data center. Residents said the mostly minority area already carries more than its share of pollution. "This is a rapidly evolving industry so a moratorium is the most appropriate thing to do," said Councilman Todd Crandell. Some speakers at the September hearing asked for an outright ban, while a union representative asked the council to "end the moratorium early" once rules are ready.

Councilmen Izzy Patoka and David Marks have also proposed repealing the 2024 zoning law that allowed data centers in parts of the county. The only data center operating on the map here is Expedient's small BWI1 center at 11155 Red Run Boulevard in Owings Mills, which lists 800 kilowatts of computer load.
