Data centers in Dakota County, Minnesota: 4 projects mapped

Dakota County has Minnesota's first hyperscale data center and four cities with one-year moratoriums against new ones. Meta's 715,000-square-foot building in Rosemount, on the former UMore Park, was nearly complete in July 2026 and due to finish that summer; no report of its opening has been published since. Eagan, Rosemount, Apple Valley and Inver Grove Heights have each paused new data center approvals for a year while they study the effects.

The biggest fight is in Farmington, where the council approved Tract's 12-building Farmington Technology Park in 2024. Two lawsuits followed: the Coalition for Responsible Data Center Development says the city skipped a required environmental review, and Castle Rock Township says the city broke a 2017 annexation agreement. A judge refused to dismiss the township's case on Nov. 13, 2025, and its attorney expected a trial in summer or fall 2026; no result has been published yet. Mayor Joshua Hoyt said the city would "fight it to the extent of the law."

Apple Valley turned down the county's largest proposal: five data center buildings on gravel-mining land, rejected in March 2026 after the city said it lacked the money for the water treatment the project needed. In Inver Grove Heights, the council exempted developer QLevr's 55,000-square-foot project from its moratorium on Sept. 14 after QLevr sued and the city put potential damages at $20 million or more; other proposals there stay paused. In Eagan, a lawsuit is seeking to void that city's moratorium, arguing power use is the state Public Utilities Commission's business, not zoning.
