Oppidan data centers: 5 sites mapped

Oppidan is a Minnesota property development firm that has been building data centers since 2016, mostly smaller facilities for other companies. Its largest proposal, a campus near home in Apple Valley, Dakota County, was turned down. With landowner Rockport LLC, Oppidan proposed the Apple Valley Technology Park on gravel-mining land: five buildings totaling 1.05 million square feet and 250 to 300 megawatts. The city said the use conflicted with its comprehensive plan and that it could not supply the water the data center would need. After the council denied the plan amendment in January 2026, Oppidan and Rockport withdrew their rezoning requests in March, and the council unanimously denied the remaining approvals on March 26. On July 9, 2026, Apple Valley adopted a one-year moratorium on new data centers that halts any further consideration of the site.

Its smaller projects have fared better. In Beaver Dam, Dodge County, Wisconsin, the Common Council voted 11 to 3 in April 2026 to sell Oppidan 13 acres of city land for $407,340 for a 90,000-square-foot edge data center near Meta's much larger campus; construction was set to start in summer 2026. In Reno, the city council overturned its own planning commission in March 2025 to approve an Oppidan data center using 8 megawatts of power and 8 acre-feet of water a year, after the commission had denied it over water and power questions.

In Texas, Oppidan filed in 2024 for a $27.1 million, 5-megawatt data center in El Paso County. In Maryland it was the lead developer, with Harrison Street, of the Sandy Farms powered shell in Severn, Anne Arundel County, which Harrison Street sold with a Laurel site to GI Partners for a combined $221.9 million, Data Center Dynamics reported in March 2026. Data Center Dynamics also reported that Oppidan is building a 61,000-square-foot data center in Eagan, Minnesota, which has no page here yet.
