Data centers in Cumberland County, North Carolina: 2 projects mapped
Cumberland County has stopped accepting data centers in its unincorporated areas until December 15, 2026, after commissioners voted 7-0 in June for a six-month moratorium. Three plans have surfaced since fall 2025: Terra Nexus Ventures' 300-megawatt data center on Custer Avenue near Eastover, next to the Fayetteville Public Works Commission's power plant, on land that would be annexed into Fayetteville; a 225-megawatt AI data center on 50 acres in an unnamed industrial park for a client of PRSM Group; and a Dunn Road plan that the county's economic development chief says will not be built. The county's Joint Planning Board meets October 20, 2026 and could vote on permanent rules then.
The Defense Department separately invited proposals for private data centers at six possible Fort Bragg locations across Cumberland and Harnett counties. That early-stage land solicitation is separate from the three local company plans.

The draft rules would allow data centers only on manufacturing land by conditional zoning, at least 500 feet from property lines and 750 feet from homes, cap noise at 60 decibels at the property line, or 45 next to homes, and ban evaporative cooling. For scale, the Public Works Commission's whole system averages 228 megawatts of power. Its chief executive, Timothy Bryant, opposed the pause, saying big users "pay their fair share" and cover any new generation: "It's not current customers."
The county's rules stop at the Fayetteville city line. The City Council voted 8-2 to hold an August 10 public hearing on a draft ordinance critics say would let data centers into industrial zones beside old neighborhoods, and put off a moratorium discussion to August 25; no result of that discussion has been published.
