Sidney signed a non-disclosure agreement with Amazon on Dec. 19, 2023, and the city had been discussing "Project Galaxy" for more than two years by the time its agreements were final, the Sidney Daily News reported. The $3 billion Amazon Data Services campus is going up north of Millcreek Road and west of Vandemark Road. In October 2025 the city council granted a 30-year, 100% property tax abatement in exchange for $50 million in payments in lieu of taxes over 15 years, DCD reported, citing the Sidney Daily News and WHIO.
In April 2026 the council unanimously approved the remaining agreements before a room packed beyond capacity. Under the 10-year water deal, the campus may draw up to 1 million gallons a day from the city system, which has 3.9 million gallons a day of spare treatment capacity, but its projected use is about 12,600 gallons a day. Amazon will contribute up to $8 million to rebuild Millcreek Road, the Sidney Daily News reported.

Residents asked the council to wait. Kristin Allen, who founded Sidney Citizens for Responsible Development, cited her pending public records dispute in the Ohio Court of Claims over redactions in the agreements. "There's a lot of people that live in that area," resident Tim Fisher told the council, "and I could guarantee each and every one of you on the council, if you had family members that lived out there, you would not want this business that close to your family." Asked about the power source and backup generation, City Manager Jon Crusey said that was between Amazon and AES.
Mayor Mike Barhorst defended the process. "I'm satisfied that this council, ably aided by our staff, has done our due diligence," he said, and criticized "false accusations" against council members from some opponents, including people who did not live in the city. The site plan is now with city staff, not the council. Construction moved forward through the summer of 2026, and city officials project about 75 permanent jobs by late 2030, Construction Review Online reported.
