Data centers in Berks County, Pennsylvania: 3 projects mapped
In July 2026 Reading's city council approved a six-month moratorium on new data center proposals, using a little-used state law: it declared the city's zoning rules unfit for data centers, a step called a curative amendment, and gave officials 180 days to write new rules. During that time the city will not approve zoning permits for data centers. Council member Jaime Baez Jr.'s draft would allow data centers only with council approval in the city's heavy-industry district, and would require closed-loop cooling, which recycles water instead of releasing it as vapor.
"It is to protect our land, it is to protect our air, our water, but most importantly, it is to protect our residents," Baez said. Council President Donna Reed said water use "certainly gives me a lot of concerns." Community development director David Barr called the draft comprehensive but said it needs review by city departments and the planning commission before the six months run out.

Elsewhere in the county, Tilden Township's supervisors held a special meeting on July 28, 2026 to discuss their own data center ordinance; no vote has followed. Berks County's three known data centers are small: DaSTOR and Direct LTx each run 6 megawatts in Reading, and Contegix runs 2 megawatts in Wyomissing.
The city's next deadline is January 2027, when its temporary rule expires and a permanent zoning amendment must be in place.
