Data centers in Chester County, Pennsylvania: 4 projects mapped

Chester County's clearest data center fight is over the Pennhurst Data Center, proposed by Pennhurst Holdings LLC on land in East Vincent Township. The company is now seeking a conditional-use permit after township supervisors declined to vote on a stricter data center ordinance; its attorney, Matt McHugh, says the coming hearings will address residents' concerns about water and electricity use. Elsewhere in the county, Sentinel Data Centers is building a data center in East Whiteland Township, Constellation Energy withdrew a proposed Pottstown data center, and Comcast already runs one in West Chester.

Resident Steve Hacker's well in East Vincent Township ran dry for 39 days in October 2024, and he blames the coming data center for what he expects next. "They want to pull millions of gallons of water out. I don't see how that can work," he said. "Who is responsible if all the wells in my town dry out?" He wants a moratorium so officials can slow down, and township supervisors have so far stayed publicly neutral: "We have to keep an open mind," said Supervisor Craig A. Damon II.

State Sen. Katie Muth, whose district includes the site, plans to introduce a bill for a two-year statewide moratorium and wants developers to have a plan for keeping any battery fire from spreading to a nearby nuclear plant. Gov. Josh Shapiro has instead championed the industry, pointing to a planned $20 billion Amazon Web Services investment in eastern Pennsylvania announced in October 2025. The next step in East Vincent is the township's conditional-use hearings on the Pennhurst project.
