Nashville wrote its first data center zoning rules in July 2026, driven by opposition to two proposals. On July 21 the Metro Council passed BL2026-1391, banning data centers larger than 500,000 square feet anywhere in Davidson County, requiring smaller ones to get a special exception after a public hearing, limiting large facilities to land already zoned heavy industrial, and keeping them half a mile from schools, homes and parks. The same night the council passed a temporary moratorium on new data center construction, running through December 1.

The fight that drove the vote is DC Blox's plan for a 50-megawatt data center in two buildings on more than 23 acres next to the Nashville Zoo, which it bought for $23 million in July. A petition against it passed half a million signatures. Metro's zoning administrator ruled the new rules did not apply because DC Blox had already applied for permits under Tennessee's vested rights law. Mayor Freddie O'Connell then asked the council for authority to take the land; it voted 27-5 on August 4 to let city attorneys start eminent domain proceedings. On August 11, DC Blox sued Metro in federal court, calling the moratorium "a targeted attack against DC BLOX."

The other proposal is at Fisk University, the historically Black university in North Nashville, which announced in May a 30-megawatt data center as part of a campus master plan. Developer Don Hardin said Fisk would not need all that power itself; neighbor Kaylynn Mourning, who started a petition against it, said it "could mean higher electric bills, unsafe drinking water, pollution."

A TVA spokesperson said data centers make up about 18 percent of the utility's power use and that share could double by 2030. Also operating in the county is H5 Data Center in Nashville. The zoning appeals over the DC Blox site cannot be heard until the moratorium lapses in December.
