Data centers in Cameron County, Texas: 5 projects mapped
Cameron County has four data center projects proposed or under construction, one paused, and one withdrawn. Fluidstack began building the $4 billion first phase of an AI data center campus on more than 1,100 acres near Rio Hondo in September 2026, saying it would create more than 2,500 construction jobs; it had recently offered $27 million toward infrastructure and drainage in Harlingen. East of Valley International Airport, Eneus Energy is separately pursuing a $14 billion, 2,000-megawatt campus on 1,785 acres and is suing Cameron County and Texas Attorney General Ken Paxton to keep records about it sealed.
Near Rio Hondo and Santa Rosa, Soluna Holdings is developing two smaller sites, Project Ellen and Project Rosa, each on land leased from a wind farm; this year Soluna raised both projects' power, from 100 to 145 megawatts and from 187 to 242 megawatts, to serve AI computing instead of only Bitcoin mining. In Harlingen, Mayor Norma Sepulveda withdrew a September 2025 letter that had urged AEP Texas to prioritize power for a separate $14 billion campus proposed by RGV Property Group LLC, saying it "goes further than the transmission request I understood myself to be making." Harlingen has had its own moratorium on new data centers since May 2026.
In Brownsville, a proposal to put a data center in the old Southwest Key Casa Padre building, a former Walmart, set off a public outcry; Valley Interfaith's Nancy Cruz said "we cannot afford to prioritize the cooling demands of tech corporations over the basic needs of our residents." On September 1, 2026 Brownsville's commissioners voted to begin a 90-day moratorium on new data center rezonings, a process that runs from November 18, 2026 to February 16, 2027 under state law.
