Project Ellen is a 100 megawatt data center that Soluna Holdings plans on a 145 megawatt wind farm in Cameron County, Texas, for bitcoin mining and artificial intelligence work. In May 2026 County Judge Eddie Treviño Jr. said county engineers had held only preliminary talks with two unnamed data center firms, and that "no permit applications for data center construction or development have been submitted to the county."

The Albany, New York, company said in April 2025 that it had signed a term sheet to buy power from a 145 megawatt South Texas wind farm, owned by a partner it did not name, for a 100 megawatt data center built in two phases, with the power purchase agreement, land deal and grid planning still to come. By June 2026 it said Ellen was moving through the interconnection and transmission process. In August it raised the planned size to 145 megawatts and designated the site for AI workloads. Chief executive John Belizaire told investors that at sites including Ellen the land is identified and the power agreements signed, while listing new power purchase agreements for Ellen among the goals for the rest of 2026.

Treviño said in May that the county was not willing to offer tax abatements to data centers, and in April the commissioners court asked the Legislature to give counties more authority to regulate such industries. "If they meet the requirements with regards to the engineering and the model rules, or what have you, we're bound to approve that application or that permit," Treviño told KRGV, because counties lack the zoning power cities have. The county has since issued a worksite permit for Fluidstack's separate 1,100 acre data center along FM 106 near Rio Hondo, where residents such as Isaac Newman have questioned what it will do to limited water.

Soluna has not disclosed which wind farm in Cameron County would host it, and the listings that fill the gap disagree. Data Center Map files Ellen under Harlingen and places it inside the Palmas Altas wind farm, whose 145 megawatts match Soluna's figure. Compute Atlas files it under Rio Hondo. Palmas Altas itself is Acciona's 46-turbine farm in Cameron County, put into service in December 2019 with a 10-person operations crew.
