Data centers in Freestone County, Texas: 1 project mapped
CyrusOne is building a $1.5 billion, 760-megawatt data center campus on FM 488 outside Fairfield, next to Calpine's Freestone gas-fired power plant, which Constellation Energy bought in January 2026. State filings show three buildings, DFW20A, B and C, each 306,215 square feet; two are under construction and the third was due to start in August 2026, with the campus expected to finish by August 2027. No tenant has been named.
The fight is over a second phase. CyrusOne is buying 218 acres across FM 488 from local owners to expand, and commissioners set a June 17 hearing on a second tax abatement. So many residents came to a June 3 meeting that it moved to the county's District Courtroom. Fairfield resident Toni Abram asked for "a 1 to 2 year pause for thorough research by commissioners"; others raised water, electric bills and noise. One resident said: "These centers, they use water we won't get back."

At a June 10 meeting, CyrusOne representatives said the campus would use a closed-loop cooling system, about 1,000 gallons per building a day, sound of 45 to 55 decibels, and 40 jobs per building. County Judge Lloyd Lane defended the first deal: "They could do this project without us and there would be nothing we could do to stop it." Then, at the June 17 meeting, Lane told a packed courtroom that CyrusOne had dropped its request for the second abatement. "As long as they abide by environmental laws, they can do what they want," he said, adding the county expects three more data centers to come.
The first phase is due to finish in August 2027; when work on the second phase will start, and what commissioners will be told about it, is still unclear. CyrusOne and Calpine are also building a second campus, a 400-megawatt project by Calpine's Thad Hill Energy Campus, which DCD said should open by the end of 2026.
