Navarro County's data center story is Riot Platforms, the Colorado bitcoin miner turning itself into an AI landlord. Its campus sits at 6980 FM 709, about seven miles outside Corsicana. The city announced it in April 2022 as the world's largest bitcoin mine, and Riot broke ground that October on a 400-megawatt first phase, cooled by immersing the machines in liquid. ERCOT approved the site for a full gigawatt, and Riot expanded the land to about 890 acres by 2025. In 2026 it filed state paperwork for Project Ditto, a $400 million data center building, with construction running from April 2026 to May 2028.
The fight here was over a tax break. In March 2024 the Commissioners Court took no action on Riot's reinvestment-zone request after Commissioner David Brewer said his office was flooded with calls from residents. Riot had asked to pay half the county's property tax rate for 10 years, saving almost $14 million on a mine county records put at more than $640 million. Riot came back in October 2024 to a standing-room-only meeting, and, weighing its promise to nearly double its workforce to 290, Brewer and two other commissioners approved the abatement, the bare majority needed.

The objections have been water, power and noise. The unexpanded mine needs just under 1.5 million gallons of water a day, roughly an eighth of Corsicana's maximum daily use. Riot says it is drilling wells into the Woodbine Aquifer and storing rainwater in an 18.5-acre pond. "The people living off of [FM] 709, these beautiful people, were not informed, nor did they consent," said Jackie Sawicky, who founded a local coalition against the mine and disbanded it after the vote. Immersion cooling has so far kept the mine quiet, unlike the fan-cooled MARA mine in Hood County, whose neighbors have sued over the noise.
Riot is now converting its approved power here and at its Rockdale campus for AI tenants, though its big leases so far, including a reported $9.1 billion deal with Anthropic, are at Rockdale rather than Corsicana. The county also has a small AI project at Rice, where EG AI Corp broke ground in June 2026 on a 2.5-megawatt immersion-cooled GPU facility in a converted warehouse, due in 2027.
