Menomonie's City Council voted 8-3 in August 2025 to annex 324 acres along County Highway B and rezone it industrial for a data center proposed by Balloonist LLC, a company that has not said who would operate it. The city's fact sheet described a $1.6 billion project with up to 1,000 construction jobs. Mayor Randy Knaack put incentive talks on pause weeks later, but Balloonist bought the land anyway, and current Mayor Matthew Crowe confirmed the purchase in June 2026.
The city has been writing zoning rules for data centers ever since. It introduced a first draft of an I-4 zoning ordinance on August 3, 2026, with no vote taken, and a second draft on September 8, again with no vote taken. Council held a special session on September 15 with an outside attorney to discuss the draft; no date for a vote has been set.
Crowe has twice declined to meet with Balloonist before the ordinance is finished, "to avoid being unduly influenced." Once the ordinance is adopted, Balloonist could apply to rezone its land to I-4.
