Amazon Data Services has filed with the state to build three data center buildings, together called Horizon Junction, on County Road 241 in Floydada, the seat of Floyd County, Texas, about 45 miles northeast of Lubbock. State filings list each building at 189,060 square feet and $300 million, built from August 2026 to April 2027, on land that is now a nine-hole golf course. County officials describe a bigger project, worth more than $1 billion, that could hold seven buildings on about 485 acres.

Texas counties cannot zone land or ban development, so the Floyd County Commissioners Court says its only real leverage is a Chapter 312 tax break, an agreement that trades a property tax discount for conditions the county sets. The court says it will offer that break only if the data center cools itself with air instead of water, to save groundwater, and generates all the electricity it needs so it never competes with residents and farmers for power.

In an August 2026 open letter, commissioners wrote that the data center issue had been "thrust upon us, early this year" and was not on their radar before January.

The town's own water system has been under strain: in late July 2026 the city of Floydada asked residents to cut back on lawn watering as its wells worked harder in triple-digit heat, and in mid-September it asked residents to stop all irrigation while crews repaired one of the city's wells.

Gov. Greg Abbott ordered ERCOT on August 3, 2026 to audit new large power users, including data centers, before they can connect to the Texas grid; the order does not cover data centers that bring their own power. Floyd County commissioners discussed a possible tax abatement with Amazon Data Services on July 13, 2026 but took no action after meeting with their lawyers in closed session. The commissioners say they have not signed, and will not consider, a nondisclosure agreement on the project.
