AWS La Puebla de Hijar (Teruel) data center, Aragon, Spain

Amazon Web Services plans its largest data center campus in Aragon, Spain, on 70 hectares beside the N-232 highway in La Puebla de Hijar, a Teruel village of 935 people. Amazon chose the village because substations around Zaragoza have reached capacity, and the site has 100 megawatts of power guaranteed through Endesa's grid, connected at the Hijar substation. Construction is due to start in autumn 2027, and technology-industry sources put the investment at about 5 billion euros.

The fight here is over water. The campus needs 350,000 cubic meters a year for cooling, and Amazon wants to draw it directly from the Ebro River. Talks with the Gaen irrigation community have been stuck for months, with irrigators saying they will not put the area's water future at risk.

Counting the neighboring municipality of Azaila, the Teruel campus covers about 329 hectares, most of it at La Puebla de Hijar, 2.3 kilometers from the village and 51 kilometers from Zaragoza. Aragon has drawn more than 47 billion euros of data center investment in total, and two environmental groups, Tu Nube Seca Mi Rio and Ecologistas en Accion, are challenging the fast-track approval process used for Amazon's projects in the regional High Court.

A new national rule could change the picture: on September 11, 2026 the Government of Aragon filed objections to Spain's draft decree on data centers, and economy minister Eva Valle warned that none of the region's currently planned centers would comply with it as drafted. Amazon declined to comment on the decree.
