CoreWeave's data center at 1401 Meadowville Technology Parkway in Chester, Chesterfield County, Virginia, is operating under developer Chirisa Technology Parks, which is building two more CoreWeave buildings nearby at 1600 Digital Drive. County officials say they are done approving new data centers: "The board has indicated they don't have an appetite for these," Deputy County Administrator Jesse Smith said in August 2026.

The 242,000 square foot building was built for Capital One in 2013 and refitted for CoreWeave under a $200 million construction loan in 2023, when CoreWeave signed a 12-year lease with two five-year extension options. Chirisa is now building two roughly 190,000 square foot buildings for CoreWeave at 1600 Digital Drive, one due in late 2027 and the other in mid-2028, on the site of the never finished Cartograf packaging plant. "It'll be a master campus for the one tenant that we have there," said David Kelly, Chirisa's head of U.S. real estate.

Since the start of 2026, every new data center in Chesterfield has needed a conditional use permit voted on by the Board of Supervisors, instead of being allowed by right in industrial zones. In June the county's Board of Zoning Appeals unanimously rejected a landowner's claim to vested rights for a data center on 89 acres at 1931 Old Bermuda Hundred Road in Chester, meaning it needs that permit too. The county counts at least 10 data center buildings built or being built, including Google's first Chesterfield campus, next to Meadowville Technology Park, due to open in late 2027.

The county wants to use data center tax revenue to cut the car tax, now $3.25 per $100 of value, by at least $1, but supervisors deferred the vote a second time on September 23, 2026, moving it to November 18. "Those data centers are not going to come out of the ground for a long time, because Dominion doesn't have the energy to power them," Vice Chair Kevin Carroll said. The Board of Supervisors, which must approve any new data center permit, returns to the car tax vote on November 18.
